This was shot in the middle of Yellowknife (on Frame Lake).

The sky is bright on the left side of the frame due to a gas station not far in the distance, while the foreground hills are lit by bright lights from the "skyscrapers" (um, 10-story buildings) across the lake.

The "UFO" streaking across the sky? A small plane (Twin Otter, I think), turning into the frame at the start of the 12-second exposure and travelling partially across the sky before the shutter closed.
